Benefits are granted to taxpayers with R&D projects made during the fiscal year. A 30% deduction is applied to the total amount of expenses and investments made in order to develop the project(s), against a total amount of the Income Tax fee caused during the same fiscal year.
When the fiscal credit amount is more than the tax fee, the taxpayers will be able to apply the difference against the tax caused in the following ten fiscal years exercises until exhausting it.
As reference, it is considered as R&D, all expenses and investments made in Mexico for the project development of products, materials and manufacturing processes, representing a scientific and technological progress.
The Federal Government through the National Commission of Science and Technology (CONACYT) provides the Fiscal Credit.

Power Import
There are two private companies (Sempra Energy and Intergen) that are producing electricity for the local market and California. Negotiations with the power plants for co-generation and lower rates are possible for the benefit of both parties. Total of an additional 1,765 MW for the year 2004 were generated, plus some other projects still in their feasibility study phase.
The City of Tijuana is supplied with electricity from the power plants in Mexicali (Geothermal) and Playas de Rosarito (Thermoelectric). A new Combined-Cycle will be operating by the year 2006 at the La Jovita region at the Pacific line; this will generate an additional 280 MW.
This system is affiliated to the energy market of the WSCC (Western System Council Coordinator), being interconnected to the American Union System through two connections of 230 KV in the cities of Tijuana and Mexicali. This strategic situation allows offering similar energy quality parameters regarding frequency and voltage profiles to the ones the US system offers.
