Education and Culture
A very intense cultural atmosphere is patent all over the State, seen through all kinds of artistic manifestations such as painting exhibitions, literature contests, music concerts, theater and dance shows, conferences, cinema, museums, art galleries, among others, all promoted by universities, cultural centers and private groups.
Education and culture are very much associated and linked thanks to the educational institutions which are in charge of teach and promote the culture of the State. In addition to the six universities which carry out a very important cultural activity, in Baja California we have a State School of Fine Arts, a Culture Institute, four Houses of Culture and the renowned Tijuana’s Cultural Center, all of which promote and encourage our cultural values with events of a wide variety of international categories.
The State counts with a net of 210 libraries opened to the public, which are visited annually by an estimated four million persons, consulting nearly 3.6 million of books and documents. Likewise, in the State's museums a total of 3’686,826 visitors are registered annually. There are three sites of this kind through the State.
Also, there are nine theaters in which all kind of performances are exhibited, from classic to modern, such as dramatic arts, as well as all kinds of music, poetry and literature. Folkloric and ballet dances are also performed.

Health
Health of the community is provided through a national health system operated by the government and a medical system managed by the private sector. The first one covers approximately 70% of the population and the private sector the remaining 30%. The infrastructure for this purpose is wide and offers many services extending up to high specialization.
The increase in the quality of medical services has provided a important reduction on mortality rate to 4.2 for every thousand inhabitants and the average age of the population now reaches 76.3 years old. The national health system counts with 240 medical units and 3,234 medical doctors (in direct contact with patients), which assist social security recipients.
Private medical institutions count with 670 medical doctors and specialists with a 1,233 beds capacity in their 149 hospital facilities, including 142 clinics, 15 sanatoriums and 9 hospitals. As to the academic preparation of community medical doctors, there are 2 medicine schools and 2 dentistry schools, as well as a paramedic school at a college level.

Housing
In 2000 the number of houses was of 610,057 with an average of 4 occupants per unit. This puts our State as the less stacked up state per household in the country. The electric power is available in 97% of the total housing, 82% counts with public sewage, 92% with running water, 77% have concrete floor and 68% have wood ceilings. In regards to this kind of property, 72% is owned and 28% leased.
In Mexicali, 81% of the total housing count with a sanitary sewage system, Ensenada 74%, Tecate 85% and Tijuana and Playas de Rosarito 80%. The predominant type of housing is low and middle social class, where most of the population lives. There is also residential housing located at select zones.

Public Services
Municipal authorities provide public services; including garbage recollection, maintenance and conservation of streets and avenues as well as parks and gardens, police surveillance and public lighting. These services are accomplished in an efficient manner.

Communication and Transportation
The main population centers in the State count with modern services of communication and transportation. Telephone, highways, airports, railroad lines and seaports, integrate and interconnect the cities of our State with the rest of the world.
Freeways, railroad lines and airlines connect both Mexico and the United States, leading to the main commercial, tourist and migratory border flow. The neighboring with the State of California has motivated the integration of population centers on both States sustaining a strong economical, cultural and social interchange.
In Baja California you can also find TV local channels, radio stations, newspapers and magazines, social centers, restaurants, private clubs, sports centers and golf courses, giving you the opportunity of family recreation and personal self-enjoyment.

Recreation Services
The wide variety of natural resources and services as well as the strategic location at the urban centers make possible and available many recreational activities to the population. A wide and interesting sample of attractions can be found in seas, woods, valleys, deserts and mountains, but also in the cities through cultural activities, sport events, car races, cycling and athletics tournament, water sports, world championship boxing, among others.
