The Entrepreneurial Development Policy oriented by the National Plan of Development and the State Plan of Development has like main elements the following ones:
- Enterprise Consults. (An angular element of the PDE). It is the synthesis of the vision of different enterprise leaders from the different productive sectors from Baja California. Processes that will be permanent in the first two years to define, redefine, ratify or rectify the mentioned main elements in the PDE.
- Director-Operative system in which determines the activities, precise contributions and processes for the harmonization and integration of efforts like:
- Federal and State dependences
- Municipal agencies
- Business agencies
- Labor agencies
- Study and Research Centers
- Productive vocations have grown the level of employment above the national average or; constitute a company of the state or; require an impulse by representing an important area for the entity.
- Operational policies. The Entrepreneurial Development Policy establishes its own features to define its own nature and reach.
- Strategic areas of development. Are defined like the branches of the economic activity where the productive vocations of the state agree with the highly potential sectors.
- Key strategic areas. Are those oriented to two fundamental aspects: infrastructure and development of human capital.
- Strategic areas of support. Includes the institutional resources and the adaptations to the regulatory framework for the strategic areas of development.
- Operation premises (semester). The Entrepreneurial Development Policy is oriented to design our future with permanent commitments between the government, federal organizations and industrialists and therefore require of daily immediate actions that become strategic priorities of the present actions, and that acquire a new meaning and sense in the context of the framed future in the Entrepreneurial Development Policy their priority is in function of their impact in the present, as well in the future. It will allow us to review its course and reformulating in its case, because to solve the present is the first and the best step to constitute the future. There’s none any good argument for the present actions that the vision of a precise future that fortifies, our competitiveness and the quality of life. The today actions also will have to be oriented to defend those activities that are in our roots, our origin and our history and for reasons that aren’t in us or the dynamics in our times that we have forgotten or we did not know to defend it. In them, our traditions are nailed and these one’s are indispensable to fortify the being and to plot course, values and identity to the next generations.
